The medal was instituted by Act of Congress in 1945 and was awarded 
for service between 7 Dec. 1941 and 31 Dec. 1946. 
Designed by Thomas H. Jones, the medal presents Athena Nike holding 
a broken sword, stepping on the helmet of Mars (God of War).
