Abroad (Foreign Service Cross) 1st Class. 
The medal was instituted in 1997 in 3 classes. 
This is the highest class. 
The 1st Class of the Cross was awarded for 15 
years of service abroad. 
However, depending of the region where the 
services were performed, one year of actual 
service may count for more than one year for 
the purpose of awarding the Cross of Honor. 
Consequently, 1 year of service in Congo, 
Rwanda or Burundi counts as 5 years, 1 year 
of service at the borderline between the former 
West and East Germany counts for 3 years 
while 1 year of service in the mainland of the 
former West Germany counts for 2 years.
