The Order was instituted in 1961, on the occasion 
of the 65th birthday of the Grand Duchess 
Charlotte I (23 January 1961). 
It is awarded for significant meritorious services 
to the country in various aspects of the socio-
economic and cultural spectrum.
Eligible for the award were men and women, 
citizens of Luxembourg as well as foreigners.
Given the small population of Luxembourg the 
Order is rarely found. 
This is an example of rather recent manufacture (post 2000).
