The Cross, an initiative of Kaiser Karl, was
intended to be issued as a commemorative award
for the Great War (Měřička in MCÖ p. 236)
Due to the fall of the Dual Monarchy and the loss
of the War it was never actually produced or
issued.
Only a few drafts were made - this is one of them.
