BELGIUM: Special Decoration for Mutuality, Commander's Cross

The Special Decorations were instituted in 1889 to be issued as a
reward of exceptional services to a variety of organizations.
The Special Decoration for Mutuality was awarded for service to
organizations focused on providing care related to health,
unemployment and other forms of social insurance (such forms of
care were not provided by the State at the time - it was offered instead
through various charity-voluntary entities/organizations).
The Commander's Cross for these awards is extremely rare, as usually
the 1st Class of this medal is denoted by a rosette on the ribbon.
