The medal was instituted in 1994, by the 
post-Communist Romanian Government. 
It was awarded to those who fought in WW2. 
Romania entered the war alongside the Axis 
in 1941, and took part in the invasion of the 
Soviet Union. 
In 1944 King Michael of Romania led a coup 
d'état that deposed the Antonescu's regime 
and put Romania on the side of the Allies 
for the remainder of the war.
