versary of the Educational Reform, 1884 - 1909.

The term "Educational Reform" describes the
laws implemented by Emperor Alexander III
towards the expansion of the local parish schools
(run by the Russian Orthodox Church), the
limitations prohibiting lower class students to
attend the grammar schools, the new university
statutes, abolishing the autonomy of the univer-
sities and policies of "Russification", imposing
the Russian language on all inhabitants of the
Empire, regardless of their nationality.
The medal was instituted by Emperor Nicholas II
Romanov and is rare as it was awarded only to
members of the educational system with
administrative tasks related to the implementation
of the reforms.
The medal is also known as "Merit Medal for
Teachers"
